The Lone Star Community Planning Council (LSCPC) is a non-profit civic organisation based in Austin, Texas, dedicated to equitable urban planning, affordable housing advocacy, and community-led development across Central Texas. We bridge the gap between residents, developers, and city hall.

Affordable Housing

We advocate for inclusive zoning policies, density bonuses, and community land trusts that create permanently affordable housing. Currently working with Austin City Council on the HOME Phase 2 initiative to allow ADUs and missing middle housing citywide.

Transportation Equity

Campaigning for safe cycling infrastructure, expanded CapMetro bus routes, and pedestrian-first street design in underserved East Austin neighbourhoods. We led the community input for Project Connect's Blue Line corridor through Riverside and Pleasant Valley.

Parks & Green Space

Securing funding for neighbourhood parks, urban tree canopy expansion, and creek restoration projects. We facilitated community design workshops that shaped the Boggy Creek Greenbelt Master Plan, adding 12 acres of publicly accessible green space.

Data-Driven Advocacy

Publishing annual housing affordability reports, displacement risk maps, and demographic studies used by City Council, Travis County, and local nonprofits. Our 2023 Housing Equity Index was cited in the Austin American-Statesman 14 times.

Community Engagement

Hosting bilingual town halls, neighbourhood planning workshops, and online surveys in English and Spanish. We've trained 120+ resident leaders through our Community Planning Fellowship โ€” a free 8-week program teaching civic engagement skills.

Policy & Zoning Reform

Drafting model zoning language, testifying at Planning Commission hearings, and publishing policy briefs on land use reform. Our team includes a licensed urban planner, a housing policy analyst, and a GIS specialist.

Our History

15 years of community-driven impact across Central Texas.

2009 โ€” Founded

LSCPC launched by urban planner Diana Reyes and 4 community activists after contentious rezoning hearings in East Austin displaced 200+ families without meaningful public input.

2012 โ€” First Major Win

Successfully advocated for Austin's first community benefits agreement on a major development, securing 40 affordable units and a public park in the Riverside corridor.

2016 โ€” Fellowship Launched

Launched the Community Planning Fellowship, training 120+ resident leaders in civic engagement, zoning basics, and public testimony.

2020 โ€” Housing Equity Index

Published first annual Housing Equity Index, mapping displacement risk across 149 census tracts. Adopted as reference by City of Austin Displacement Prevention Office.

2023 โ€” $12M Milestone

Cumulative advocacy efforts have secured over $12M in public funding for affordable housing, parks, and infrastructure in underserved communities.
